There is a massive difference between interim managers and management consultants.
An interim manager
• provides a practical business solution, does have a hierarchical position with operational and change authority.
• do have the responsibility for leading the day-to-day operations of an organisation and (simultaneously) realising predetermined (change) goals.
A management consultant
• is restricted to give advice or assistance to a project (process management) without any authority or responsibility for the execution of the advice or project.
